The installation commander is the approval authority for base operating procedures in the event of inclement weather.
Depending on the circumstances of the winter weather activity, the installation commander may authorize the following: early release, delayed reporting or mission-essential reporting only.
EARLY RELEASE: The installation commander has authorized early release for non-mission essential personnel on ____________(date) beginning at _____________(time). Mission essential personnel should consult your supervisors for further guidance. All personnel will need to pick up their children from the CDC and Youth Center as soon as possible. Medical Info: The Scott Clinic, Pharmacy and Re-fill Pharmacy will close. All appointments, to include the O’Fallon Family Medicine Clinic, will either be rescheduled or accomplished virtually based on capability. Please stagger your departure based on work center guidance to avoid traffic congestion exiting the base.
DELAYED REPORTING AUTHORIZED [WITH A SPECIFIED TIME STAMP]: Due to inclement weather, Scott Air Force Base employees are authorized a delay report on _________[date] for ________[time] and should not report for work before then. This is to allow for recovery and cleanup operations and the safety of base personnel. Mission essential employees should report as normal.
All gates will be closed except for Shiloh, and the Visitor Center will be closed, so please plan accordingly. The Child Care Center will open at 8:30 a.m. All other customer service organizations, including the pharmacy, will be closed until _______(time) as well.

The Child Development Center and Youth Center will be closed. The commissary and Exchange (including the Express) will be closed as well as all other customer service related activities (unless otherwise mentioned).
Medical Info: The Scott Clinic, Pharmacy and Re-fill Pharmacy is also closed. All appointments, to include the O’Fallon Family Medicine Clinic, will either be rescheduled or accomplished virtually based on capability. Base residents are requested to limit travel to emergency and essential movements only to enable safe recovery and cleanup operations. Additional questions about reporting status or requirements should be directed to your supervisor and work center.

Service members and civilians unsure of base operating procedures or their reporting status should speak with their supervisor or unit commander.
Remember, Scott Elementary is in the Mascoutah School District. If Mascoutah schools are closed, Scott Elementary is also closed even if the base is open. If the base is closed but Mascoutah schools are open, then Scott Elementary is also open.
