General Dennis Via passes the Military Surface Deployment and Distribution Command’s flags to Brig. Gen. Susan Davidson during a change of command ceremony June 13 at Scott Air Force Base, Ill. The passing of the unit's colors demonstrates to the soldiers of the unit that the previous commander has passed their responsibility to the new commander. Former commander, Maj. Gen.
