Plans for housing released

Base housing residents found out the future of their current homes at a town hall meeting hosted by Col. Richard Klumpp, 375th Airlift Wing vice commander, at the Base Theatre Monday.

Scott Air Force Base Properties, LLC, wholly owned by Hunt Building Corporation has been selected by the Air Force for a 50-year project to build and renovate housing on Scott AFB. They will be liable for construction, renovations and upgrades of the housing, which will still be property of the Air Force.

According to 375th Civil Engineer Squadron housing flight officials, Hunt will partner with Gile Buck Associates to design the project and Pinnacle Realty Management to manage, operate and maintain the housing area.

The details of the contract include:

- The leasing of 1430 current units on the land conveyed to Scott Air Force Base Properties

- The construction of 385 new homes for field grade officers, chief master sergeants and senior non-commissioned officers on the land near Mascoutah Gate

- Eighty new junior non-commission officer homes in Patriot’s Landing

- One hundred and forty new senior and field grade officer housing in Shiloh West

Housing residents will receive their responsive BAH and pay rent to Scott AFB Properties and sign a 12-month lease.

The terms of the lease will automatically extend on a month-to-month basis unless terminated by either party giving 60 days written notice. The lease will include a military clause to protect members who are issued official orders. The lease will be made with the military member.

“For those families where the military member has been deployed or otherwise called away from home on short notice, the proper power of attorney can provide the family with the authority to act on behalf of the military member and to administer the member’s personal affairs,” said Capt. Stacey Dey-Foy, Assistant Staff Judge Advocate, in this case “initiating an allotment to pay rent to Scott Properties/ Pinnacle Property Management, initiate BAH, or authority to enter into a lease with Scott Properties/ Pinnacle Property Management.”

The majority of primary and secondary utility distribution, collection and communications systems currently serving base housing will become responsibility of Scott AFB Properties.

As part of the contract the developer will also provide:

- Fenced backyards

- Lawn care provided outside of fenced areas

- Driveway and walkway snow removal provided

- Community Center/indoor pools located on new land and in Patriots Landing

- All two-car garages in new construction

- New land community to be gated and have closed circuit TV monitoring and recording

- Wiring of all rooms to accommodate hi-speed Internet, cable and telephone (new/renovated)

Privatization is the wave of the future, not just for the Air Force but for the sister services as well, said Bob Worley, 375 CES housing flight. “This is something that would have taken us 20 years to do.”

Actual construction is scheduled to begin Summer 2006.
