Full Replacement Value Soon Takes Effect for Air Force Published Aug. 23, 2007 By Courtesy of the 375th Airlift Wing Judge Advocate 375th AW/JA SCOTT AIR FORCE BASE, Ill. -- Full Replacement Value takes effect Oct. 1 for moves to and from Outside of the Continental United States and Nov. 1 for all moves inside the0e Continental U.S. So what does FRV really mean? FRV represents a new contract with the carrier industry. When it takes effect this fall, follow these steps to make a claim: 1) File claims directly with the carrier - If an item is lost or destroyed, the carrier should pay to replace it with a like item. The carrier will still require proving its value, quality and will likely want evidence of what it will cost to replace it. - If the item is damaged, the carrier can request estimates for repair, get their own estimates, or repair it themselves. - Use of the pink forms to notify the carrier of any damage within 70 days is still required. - Instead of the current two years the deadline is now nine months to file a claim to get FRV. 2) If the way the carrier handles the item is acceptable a legal release can be signed for those items and payment will be made. 3) If there is a disagreement with the carriers offer, a grievance can be filed with the Air Force Claims Service Center. - The center will pay the appropriate repair or depreciated value. Then will attempt to collect the money from the carrier. - If the center collects more money from the carrier they will reimburse any additional funds. So, FRV doesn't necessarily mean all new household goods, but it is a significantly different system that promises big changes in the way we move in the future.
