Changes on the way for housing utility bills Published Oct. 14, 2010 By 375th Mission Support Group SCOTT AIR FORCE BASE, Ill -- Housing residents have been receiving "demonstration" utility bills in preparation for live billing, scheduled to begin Feb. 1, 2011 (for January 2011 usage). Demonstration bills show each home's usage and compares it to the average usage of all homes of the same floor plan. Beginning February 2011, residents will be responsible for their gas and electric usage. This is in response to a 1996 DoD initiative to make housing residents responsible for their utility consumption. Residents will receive a monthly statement from Minol, a third party utility billing company. Most residents will owe nothing. Data from other projects has shown that 70 percent of residents do not owe out of pocket payments over the course of a year, and about half of these residents receive refunds. Refunds and bills are triggered when the bill shows a difference of $50 or greater. If the resident is over their utility allowance by $50 or more, they will receive a bill. If their usage is under their utility allowance by $50 or more, they will receive a refund check. If the $50 threshold has not been reached, the credit or debit will carry over to the next month. A small number of households are currently paying their own utility bills - that will not change. "Corporate Suite" residents generally have both furniture rental and utility costs included in their rent. If you are unsure of your utility status, please contact Scott Family Housing at 746-4911.
