Eight Step Problem Solving Model taught at Scott AFB Published Dec. 5, 2012 By Airman 1st Class Joshua Eikren 375th Air Mobility Wing Public Affairs SCOTT AIR FORCE BASE, Ill. -- The Air Force Smart Operations for the 21st Century's 8-Step Problem Solving Model is being taught at Scott AFB to improve processes and increase efficiencies. This model is based on the OODA Loop (Observe, Orient, Decide, Act) that originated in the 1950s with Col. John Boyd, and is designed to make it easier for Air Force members to eliminate waste and improve efficiencies in the workplace. "On a day-to-day basis we face many challenges; some are simple, others more challenging," said Master Sgt. Donald McCoy, 375th Air Mobility Wing headquarters AFSO21 process manager. "Regardless of the complexity, the 8-Step Problem Solving Model provides a proven intellectual problem solving framework." AFSO21 principles and tools enable Airmen to change the day-to-day operating style, to integrate continuous improvement into the full spectrum of Air Force operations. "The course is geared toward military and civilian personnel at all levels," said McCoy. "All organizations face similar challenges. Oftentimes, due to the high pace of day-to-day operations, organizations don't have time to step back and analyze their processes." The eight steps are: 1. Clarify and validate the problem 2. Break down the problem and identify performance gaps (observe) 3. Set improvement target 4. Determine root cause (orient) 5. Develop countermeasures (decide) 6. See countermeasures through 7. Confirm results and process 8. Standardize successful processes (act). The 8-Step problem solving course and other AFSO21 processes look to "streamline operations" through professional development courses. McCoy said, "Whether trying to improve efficiency, effectiveness or solve complex business problems, the 8-Step Problem Solving professional development course will challenge attendees to think in a new way. They'll be more analytical and less apt to create 'knee-jerk' solutions without first going through root cause analysis."
