375th Airlift Wing MPFs consolidate

Due to Program Budget Decision 720 manpower cuts and Personnel Service Delivery initiatives, Scott Air Force Base has recently implemented the Air Staff mandated Base Level Service Delivery Model to form the 375th Military Personnel Element.

The MPE, formerly known as the Military Personnel Flight, consolidated Jan. 22 and is located in Building P-10. The goal of the new MPE is to consolidate all of the traditional MPF and commander support staff members into one element, removing personnelists from commander's support staffs.

"There are simply not enough authorizations left to provide each squadron with a CSS staff that also allows for the training and development of our personnelists," said Capt. Kerri Rochman, 375th Mission Support Squadron chief of career development. "With this consolidation, the MPE has the opportunity to gain efficiencies and the ability to provide better customer service."

At Scott, 375th Airlift Wing servicemembers will experience a more significant change than Airmen not assigned to the wing.

"Airmen assigned to the 375th AW will no longer have a personnelist assigned to their squadron or group and will be directed to the MPE and the Air Force Contact Center for their personnel needs," said Captain Rochman. "Airmen assigned to a MAJCOM, Field Operating Agency or Direct Reporting Unit will continue to use their current CSS as their first-line of personnel support."

The construct of the organization has changed to serve the customer better.

"The MPE is now organized into four sections: force management, career development, customer service and the personnel readiness function," said Captain Rochman.

The Force Management section will handle the following issues: duty status, Personnel Reliability Program, Permanent Change of Assignment actions, G-Series orders, evaluations, leave program, special duty assignment pay and classifications.

Career Development will handle the following issues: assignments, retirements, separations, out-processing, retraining, reenlistments, promotions, career status bonus and WAPS testing.

Customer Service will handle the following issues: in-processing, passports, basic allowance for subsistence electronic support measures, adverse actions, casualty, Identification cards, citizenship, servicemembers group life insurance and virtual record of emergency data, awards and decorations, unfavorable information file management, survivor benefit program and records.

Two other sections, Personnel Systems Management and the Personnel Readiness Function have, not changed.

"We are consolidating now in anticipation of significant manpower losses over the next two to three years," said Maj. David Burnett, acting 375th MSS commander. "In doing so we appreciate your support and patience as we work through this period of unprecedented transformation."
