Individuals that possess a valid DoD credential that allows unescorted access to the installation can simultaneously vouch for co-travelers (in the same vehicle or on foot) and enable those co-travelers to obtain trusted traveler access. Trusted traveler access, requires individuals to have an acceptable purpose for their presence on the installation and be capable of establishing their identity and being determined fit for access upon demand by installation security personnel. Visitors who are not traveling with a sponsor, that are requesting access to the base must have a verified sponsor and register at the Dixon Visitor Center. All sponsors will be held 100% accountable for ensuring guests know and follow current public health restrictions and conditions. Does the MDG Clinic offer COVID testing?
The 375 MDG Clinic offer tests for official travel. The request form can be accessed here.
If I'm being seen for an ear infection, for example, why must I get COVID test for that?
The 375 MDG Clinic does not require testing for every type of appointment. There are some appointment types that put health professionals and other patients at greater risk of contracting COVID. Medical staff must strictly adhere to infection prevention practices, established by the Occupational Safety and Health Administration and the Centers for Disease Control and Prevention, for the protection of all patients and employees. Patients must also comply with community partners’ policy for appointment referrals.
If an off-base physician requires me to take a COVID test, what are my options?
The off-base physician should provide instructions on what types of COVID tests they will accept.

COMMISSARY OPERATION NOT ALONE ASSISTANCE & UPDATE: Certain members who are quarantined or in a restriction of movement may require unit leadership support in securing groceries and food. Additionally, if there are extenuating circumstances, such needs should be discussed with leadership and worked within the unit.
Operation Not Alone (ONA) is an initiative developed by volunteers to shop for DOD beneficiaries who are unable to do it for themselves at the commissary and provide contactless deliveries during the COVID-19 response.
ONA will be servicing Deployed Spouses, Single Parents, and Isolated individuals and/or families residing on Scott AFB or within a 10 mile radius and those CDC defined high-risk community of 65 years and older individuals or couples who do not have caretakers residing on Scott AFB only.

FITNESS TESTING: Fitness Testing will resume July 2021. To minimize close proximity and contact, height and weight will not be conducted until further notice. All sit ups will be done utilizing the toe-hold bar. Additionally, assessments will no longer include the abdominal circumference. We are awaiting guidance on testing with masks.

Q: How does this affect Military Pay Issues for members with restriction of movement?
Commanders will work with 375 MDG to determine if a member has been exposed or is suspected of exposure. Once determined, Commanders have the option to direct a member to quarantine in their personal residence or in lodging. If directed into lodging, commanders will sign a memo ordering members into lodging (see HDP-ROM Memo Template under FINANCE: QUARANTINE / SEQUESTER). Members have to be ordered into lodging by their commander.
There are two options for payment or reimbursement of lodging. Which option should the Commander choose: unit Government Purchase Card (GPC) or have the Member pay for lodging? Below are the calculations to help make that determination. All calculations are based on a 15 day stay in lodging:
15 days of TLF (Isolation or Quarantine):
*Note*: TLF Room Rate is $113 per day
*Note*: Max entitlement for HDP-ROM is $100 per day, but no more than $1500 per month. HDP-ROM is a taxable wage, but calculations do not consider how much taxes will be taken out for HDP-ROM.
Option 1) Unit Pays for Lodging with GPC:
Enlisted: Free Meals from DFAC Only
Officers: Free Meals from DFAC Only

Members who stay more than 15 days in Lodging (Quarantined for mission preservation):
In this scenario, members will be staying in a Standard Room at billeting. Starting on day 16, units should pay for their members lodging using their GPC because members are no longer authorized to receive HDP-ROM to defray cost of lodging (max limit is $1,500 or 15 days per month). All members would continue to receive free meals.
- NOTE: Commanders who pay for their members lodging with their unit GPC must ensure only lodging room rates / taxes are put on the GPC. Room service, movies, food, beverages are a personal expense to the member and must not be ordered while the Government Purchase Card is on file. Member is no longer entitled to Hardship Duty Pay (HDP) if their unit is partially or fully paying for lodging. No other allowance is included or authorized, except for free meals from the Dining Facility. For all members ordered into lodging, units will make arrangements to ensure delivery of meals from the DFAC.
For reimbursement of the HDP-ROM entitlement, US.AF.MIL certificate holders will submit the items below to the Comptroller Service Portal at https://usaf.dps.mil/teams/SAFFMCSP/portal/SitePages/Home.aspx. Non US.AF.MIL certificate holders will submit through our org box (375.AMW.FINANCE@us.af.mil) or their servicing finance office if they are from another Service. If sending an encrypted email, please utilize DOD SAFE https://safe.apps.mil/ and add the applicable org box to receive the attachment. The passphrase will need to be sent in a follow up email for access to the DOD safe attachment.

Q: How does this impact PCS moves?
Members who have PCS’d to Scott but are on restriction of movement (isolated or quarantined after arrival at the new Permanent Duty Station (PDS) and before TLE begins) may receive the standard PCS Per Diem Rates.
If a member is quarantined upon arrival, the date arrived station for the PCS voucher will be the actual date of arrival. The sign in date to the unit will also be the date of arrival. See TLE section for explanation of entitlements while on restriction of movement.
Standard PCS per diem rates are $151 per day: Members receive 100% entitlement, spouses and dependents over 12 years old receive 75% and dependents under 12 years old receive 50%. Members must maintain all lodging receipts in order to receive the full standard per diem allowance.
PCS Memo in lieu of amendments: Work with 375 FSS (375FSS.Outbound.Assingments@us.af.mil) to amend all PCS orders with the PCS Memo In lieu of amendments for outbound members. Inbound members will contact 375FSS.FORCEMANAGEMENT@us.af.mil. This memo will include details of the members quarantine dates, out-processing date for members held in place, and the date household goods were picked up prior to the stop movement.
Basic Allowance for Housing (BAH) / Basic Allowance for Subsistence (BAS)
Also, until rescinded, Non-Essential Messing (ESM) members ordered into lodging for quarantine/isolation are authorized to receive Government-provided meals from the Dining Hall without charge and will continue to receive their BAS entitlements. This entitlement only applies to Non-ESM members who are who are restricted in their movements—for self-monitoring, to protect the health of our personnel and their families, or to assure essential mission function capability, and are housed in Government quarters (unaccompanied or leased) and subsisted through Government-provided meals (from a Government/appropriated fund dining facility or a Government-contracted vendor).
NOTE: Dorm Airmen who are ESM members will not receive full BAS entitlements. This is IAW with the AF/A1 BAS Approval Delegation Memo dated 31 Mar 20, which states: “This does not include authority to initiate BAS for members not already receiving BAS.” However, all members ordered into lodging will be provided free meals from the Dining Hall. See HDP guidance above for other details.
Q: How does restriction of movement affect my TLE entitlement for my most recent PCS?
If upon arrival at the new PDS, a member is ordered into restriction of movement for self-monitoring (and dependents reside with them), the payment of TLE may be deferred until expiration of the self-monitoring period.
If ordered to restriction of movement and members resides separate from dependents, TLE may be paid concurrently to dependents while the member receives per diem allowances during isolation.
In cases where members and/or dependents have been receiving TLE, as applicable, at the old PDS, but are unable to commence PCS travel due to temporary travel restrictions directed by the Secretary of Defense, such members and dependents should be considered to be in an “awaiting transportation” status. Commanders are encouraged to convert members and/or dependents to per diem entitlements in order to preserve members TLE eligibility for future use.
Government Travel Card use and Advance Pay
If members need their GTC credit limit increased, then they must work with their unit GTC Monitor to submit a GTC Credit Limit Increase Form. The Unit GTC Monitor can increase credit limits to $10K, but if more credit limit is needed, then the Unit GTC Monitor must work with Finance.
Unit APC’s can place members GTC Accounts in Mission Critical Status if it was not done during the members out-processing and can extend it if the member is awaiting payment of their final settlement voucher.
Dislocation Allowance (DLA) Advance / Military Pay Advance:
DLA Advance: If members have PCS orders, then they may request a DLA Advance from Finance.
Military Pay Advance: If members are within 90 days of PCS’ing, then they may request a military Pay Advance.
It is highly encouraged members only use the DLA and military pay advance for expenses that are related to their PCS. For example, paying off expenses on their government travel card.

Q: How do I order a GTC for an inbound DORM Airmen that will be placed in TLF for quarantine upon arrival?
Due to the possibility of Airmen being placed into Lodging immediately upon arrival, units can start the application process for inbound Airmen who might need a Gov’t Travel Card (GTC) once they arrive. To expedite this process, unit Agency Program Coordinators (APC) are authorized to initiate the Travel Card 101 training using the stand alone slides and the Statement of Understanding (SOU) via conference call. Units should advise their Airmen to use a unit mailing address and to request the card to be expedited.
Using the CITI Commercial Cards Website, applicants will select Apply For Card, and begin the application by selecting invitational pass code. This pass code will be provided by the unit APC. After quarantine or the member has completed their temporary lodging stay (for Temporary Lodging Expense [TLE] purposes), the Travel Card 101 training and SOU must be accomplished in accordance with current policies and procedures..

Q: Will my unit be reimbursed the costs associated with COVID-19
Units will utilized ESP Code C1 to identify costs associated with COVID-19. Resource Advisors will need to create unit fund cites to include this ESP Code and are advised to move any associated expenses over to these fundcites.
Units will spend their funds first but once the expenses are moved over, 375 CPTS will work with Headquarters to receive reimbursement. There is no guarantee for reimbursement, but showing the costs in the accounting system will help better the chances.
Q: Can I use unit funds or ESP code C1 for purchasing COVID masks with unit logos or insignia?

Timecard info: It is the responsibility of the employee’s Certifier to certify timecards in ATAAPS. This ensures employees are paid accurately and on-time. The local Finance Office does NOT have the capability to certify timecards for units in ATAAPS.
ATAAPS can be accessed on any CAC enabled computer on commercial internet without being logged into VPN.
Teleworkers’ timecards should be coded as regular hours, then add subcode HZ/Oth and select TS for telework situational.

Q: How do I out-process if I am retiring or resigning?
A: Employees out-process through their organization by completing the Scott Form 13, Civilian Employee Clearance Checklist, and providing it to their supervisor. All employees must submit their payroll out-processing information through the Civilian Pay Portal at: https://usaf.dps.mil/teams/SAFFMCSP/portal/SitePages/Home.aspx (email is no longer accepted).
Employees will provide the completed Scott Form 13 and the employee’s last four appraisals to Civilian Personnel via email to 375FSS.FSCA.EMR@us.af.mil. Employees will turn in their CAC and government passport (if applicable) to Civilian Personnel at P10, 215 Heritage Dr. Room D101 on their last day during office hours 0900 - 1500.
Note: Employees who are transferring to another Air Force organization or Department of Defense component will maintain their CAC.
Q: Do civilian employees need to take leave to get the COVID-19 vaccine?
A: Civilian employees are authorized administrative leave for the purpose of receiving the COVID-19 vaccination. Employees who accept an offer vaccination either through a DoD or private provider shall receive the time necessary to obtain the vaccination, generally up to 4 hours per vaccination event. This includes time spent traveling to and from the vaccination site. Employees must notify and coordinate time off with their supervisors so it does not conflict with mission accomplishment. Timecards should be coded as LN, then add subcode HZ/Oth and select PF.
Q: Can I get a civilian dependent ID card for spouse and children?
A: Yes, spouses and children are eligible to receive a dependent ID card. To obtain the authorized form a civilian employee must make an appointment by contacting 256-9328. For the appointment, the employee must bring the spouse and/or children requesting the card along to the appointment with applicable marriage license (spouse) and birth certificates (children).

Who can drop their children off at the Child Development Centers (CDC Bldgs 1807 and 1805)?

Who can drop their children off at the Youth Center?
All enrolled children in the School Age Program may attend during normal operating hours, Monday – Friday 0630-1800. During the school year, parents of enrolled children pre-select either Before Only, After Only, or Before and After Care. During Summer Camp, parents of enrolled children pre-select which weeks of the summer they need child care. Open Recreation is not available at this time. What is the current payment policy for CDCs and School Age Program?
Effective 31 May 2021, Scott AFB Child & Youth Programs return to pre-COVID payment policies. Parents of enrolled children pay a weekly fee (based on total family income), regardless of when their child(ren) attend the program.
What if my child is not enrolled in the Child Development Center or School Age Program and I need child care?
To register your need for child care, please go to militarychildcare.com, a secure Department of Defense (DoD) website that provides a single gateway for families to find comprehensive information on military-operated or military-approved child care programs worldwide. With MilitaryChildCare.com, parents can request care in the Scott AFB Child Development Centers, the School-Age Care program, or in a Family Child Care (FCC) home. Are there any health screening things parents should be aware of within our COVID environment?
Yes, the Illinois Department of Public Health (IDPH) published their guidance on handling a variety of symptoms that are COVID related and may or may not also reflect other illnesses. The chart below lays out their recommended actions for schools and youth/child facilities which the Scott AFB CDC and Youth Center follow. It does reflect an abundance of caution, but that is to minimize the risk of spread to the wider population in these areas where a lot of children are gathered together. We appreciate your patience and understanding as we follow the IDPH guidelines.
COVID-19 Cyber Hygiene
As we move to teleworking, be aware that cyber adversaries are very active. Please continue to exercise proper cyber hygiene while utilizing VPN and government computers as well as personal devices. See attached document for helpful reminders on maintaining proper cybersecurity for those members who are currently teleworking or may go on teleworking status in the future.
Be cautious when researching COVID-19 and be cognizant of adversary cyber campaigns against service members and family members both at work and home. Realize that the adversary is not minimally staffed during this period. In fact, threat actors are taking advantage of the current situation. As of March 8th, there were at least 800 COVID-19 malicious domains registered (https://go.recordedfuture.com/hubfs/reports/cta-2020-0312-2.pdf), this number has grown exponentially since. Below are reports of adversaries leveraging COVID-19 for cyber operations.
1) Malicious Websites:
Fake Online Coronavirus Map Delivers Well-known Malware | Source: Health Sector Cybersecurity Coordination Center (HC3)
A malicious website pretending to be the live map for Coronavirus COVID-19 Global Cases by Johns Hopkins University is circulating on the Internet waiting for unsuspecting users to visit the website. Visiting the website infects the user with the AZORult Trojan, an information stealing program which can exfiltrate a variety of sensitive data. It is likely being spread via infected email attachments, malicious online advertisements, and social engineering. Furthermore, anyone searching the Internet for a Coronavirus map could unwittingly navigate to this malicious website.
2) Phishing Campaigns:

The World Health Organization (WHO) warns of ongoing Coronavirus-themed phishing attacks that impersonate the organization with the end goal of stealing information and delivering malware. "Criminals are disguising themselves as WHO to steal money or sensitive information," the United Nations agency says in the Coronavirus scam alert. The phishing messages are camouflaged to appear as being sent by WHO officials and ask the targets to share sensitive info like usernames and passwords, redirect them to a phishing landing page via malicious links embedded in the emails, or ask them to open malicious attachments containing malware payloads.
3) Misinformation Campaigns:

In their joint statement today, seven social networks are now coordinating with government healthcare agencies across the world on tackling COVID-19-related misinformation. “We're helping millions of people stay connected while also jointly combating fraud and misinformation about the virus, elevating authoritative content on our platforms, and sharing critical updates in coordination with government healthcare agencies around the world," the companies said. For example, despite being blatantly false and prior to official news, a rumor spread President Trump was preparing to lock down the US went viral on various social networks leading to many Americans prepping and stocking up for a prolonged quarantine stay.

Do's and Dont's for teleworking
Who is considered a "close contact" of someone with COVID-19?
Someone who was within 6 feet of an infected person for a cumulative total of 15 minutes or more over a 24-hour period* starting from 2 days before illness onset (or, for asymptomatic patients, 2 days prior to test specimen collection) until the time the patient is isolated. People who would be identified as a close contact should ROM when a potentially infected person (as determined by symptoms that cause them to get tested for COVID) is tested until the results are returned as negative or positive.
What if I am a "close contact" who needs to quarantine, and I reside with a high risk individual?
If you have been identified as a close contact to someone with COVID-19 and are being asked to quarantine, this means that you are at risk of developing COVID-19. If you develop COVID-19 illness and live with a high risk individual, the risk of passing the infection to them increases. So depending upon the specific situation, temporarily removing the high risk individual or the contact in quarantine from the home may be a wise precaution. If this is not possible, Public Health or your Provider can give you specific recommendations for preventing spread.
What do I do if I meet the requirements of coming in contact with a "close contact"?
This question is brought up most often by family members, or roommates of individuals placed in quarantine. As long as the contact remains asymptomatic for the 14-day quarantine period, family members or roommates are not required to quarantine. They are considered contacts of a contact and have no risk of infection by COVID-19 via the original case ... BUT if the contact develops COVID-19 as a result of their exposure to the original case, a new set of close contacts will be identified by Public Health which will include any household contacts. Family members or close household contacts should quarantine immediately and self-monitor for symptoms of COVID 19.
Am I still considered a close contact if I am wearing a face covering?
Yes, you are still considered a "close contact" even if you were wearing a cloth face covering while you were around someone with COVID-19. Cloth face coverings are meant to prevent someone from transmitting the disease to others, and not to protect someone from becoming infected.

I am vaccinated and identified as a “close contact”, do I still have to quarantine? No, as long as you are fully vaccinated and remain asymptomatic you will not be required to quarantine post exposure. The definition of fully vaccinated is completion of the 2 shot series (Pfizer or Moderna) or have received the single dose (Johnson & Johnson) vaccine, plus 2 weeks. It takes approximately 2 weeks for sufficient immunity to develop. No vaccine can prevent 100% of COVID 19 infections, but the risk of severe disease is greatly reduced. You still need to monitor for the symptoms of COVID 19 and seek evaluation if you begin to feel ill.

The Medical Clinic will have limited entry control points [the main rotating doors and the pharmacy]. Staff members will be doing precautionary screenings for all before entering the facility, so please arrive 20-30 minutes prior to scheduled appointments.
Q: What are the symptoms of COVID-19?
A: Symptoms may include a fever (exceeding 100.4 F), cough, and difficulty breathing but could also include chills, new loss of taste or smell, fatigue, muscle or body aches, headache, sore throat, congestion or runny nose, nausea or vomiting, and/or diarrhea. Not everyone who has respiratory symptoms like cough and shortness of breath needs to be tested, especially if these symptoms are not new. Also, not everyone who is infected with novel coronavirus needs medical treatment.
Q: What do I do if I have symptoms of COVID-19?
A: If you have symptoms of COVID-19 or think you might need a test, isolate yourself at home and call 618-256-9355 to be evaluated. We want to make sure those at higher risk of severe illness are prioritized for testing and that they can receive the medical care they need. For this reason, 375th MDG is not testing asymptomatic people except in special cases.
Q: What do I do if I'm put in ROM?
A: ROM Guidance: Use risk-based analysis and follow procedures outlined in 4 Aug 2020, 375 MDG memo, for inbound personnel. Units should contact 375th Medical Group public Health with any questions. Should members develop symptoms during ROM, contact 618-256-WELL.

Q: Is the pharmacy still open?
A: The Scott AFB Clinic Pharmacy is open from 8 a.m. to 5 p.m. with the following guidelines:
To minimize lobby occupancy and exposure, all patients without an appointment in the Medical Group will be required to call the pharmacy or use TRICARE online to activate their prescriptions.
Paper prescriptions may be left in the drop box outside the facility for next day pickup.
Patients should call (618) 256-7345, Options 2,1,2 to reach the pharmacy, and TRICARE online instructions are below.
Call-in refills are still available for pick up at the Satellite Pharmacy.
Additionally, patients may also set up their prescriptions with Express Scripts for home delivery.
--The main pharmacy is open for completed prescription pick up only.
--No prescription drop-off or in-person activation, except for patients with an appointment in the Medical Clinic.
--There is a 24-hour turn-around time for new prescriptions. You must activate your prescription online or by phone.
--If your doctor gives you a paper prescription, ask them to electronically prescribe it to “DOD Scott Ephcy” (Note: controlled substances cannot be electronically prescribed)
--If you have a paper prescription, use the drop box outside the facility for next day pickup.
--There is a 72-hour turn-around time for refill prescriptions
Q: Is the Scott AFB Clinic open?
A: The clinic is OPEN.

Q: Is the 375 MDG Mental Health Clinic open?
A: Yes. In an effort to balance routine care with patient safety, the Mental Health Clinic will be providing most services via telephone. If you have a scheduled appointment with the Mental Health, ADAPT or Family Advocacy Clinics, most appointments will not be changed and a Mental Health Provider will contact you on your primary home phone number, listed in your medical record.
For all appointments that require an in-person visit, or for specialty evaluations that are currently not being offered, the Mental Health Staff will contact you to discuss those details. This will be in effect until further notice. If you need to change your primary contact phone number or have any additional questions please contact the Mental Health front desk at 618-256-7386. The Mental Health Flight is committed to continue providing all Active Duty Members with the highest quality care we can in these difficult times.

The Military Personnel Flight is an appointment only operation for Military/Civilian CAC expirations as well as Dependent/Retiree ID Cards. These appointments will be scheduled based upon priority and date of expiration. CAC pin resets are always a walk-in availability and will be prioritized in-between appointments.
Please be advised that the MPF will ONLY be accepting appointments for Dependent IDs that have expired between April - June 2021. (all new requirement dependent/retiree ID cards will be scheduled on availability).

All expired retired/dependent ID cards will be honored DoD-wide until January31st, 2022 per DEERs guidance.
Further, TRICARE will accept claims regardless of the expiration date on the card. TRICARE coverage periods are based upon the date of separation in DEERS, which means a lapse in coverage should not occur.
